Skimming through the portion of the article reproduced here, we get what the editor was trying to say. The Northfield community does want to put a strategic plan in place, which will target specific areas of growth.
We could go on and on about it, honestly, but it won’t change the fact that the headline has six words, and three of them are variations on “plan.” If we can hazard a guess, we’d say the editor pulled an all-nighter, and realized they didn’t have a headline for that piece three minutes before going to print.
