The FBI concluded that although it was theoretically possible the men made it to Angel Island, they thought the ferocity of the water and temperature of the bay made it unlikely they survived.
There was no evidence of the men stealing a car or any clothes to help conceal their identities. This was something West told the authorities they were planning in order to evade punishment for his role in the escape. In 1979 the FBI closed their file on the investigation, leaving the fate of the men a mystery.
