Unfortunately, these kinds of issues are common when you allow students to wear whatever they want to school. One reason that private institutions have uniforms is to prevent things like this from happening. When everyone has the same outfit, they can’t be accused of being distracting or breaking the rules.
Of course, some would argue that a uniform can stifle creativity and stop people from expressing themselves. There are pros and cons on both sides, and no matter what a school enforces, there will always be issues for them to deal with.
