Some people absolutely love the Harry Potter fantasy franchise and would do anything to feel part of it. This woman loves Harry Potter, you can tell by her shirt that features a well-known symbol to fans of the franchise.
She wants to be transformed into any character in the series, so James has made her wish come true, turning her into a house elf that closely resembles fan-favorite, Dobby. She did say a Harry Potter character but didn’t say they had to be human.
