No, you’re not looking at the Cookie Monster. It looks like a stack of blue towels with paper towel rolls on the top of it. Yet, they’re positioned so expertly that it looks like the Cookie Monster is staring right at you.
From another angle, this wouldn’t look odd at all. The truck driver probably never noticed what was in the back of their truck. The Cookie Monster managed to avoid human contact, and he’s probably loose in whatever city this photo was taken in.
