This is what happens when companies try to skip steps, and they decide to just do whatever they want to do because, “what’s the worst that could happen?” From the looks of it, the worst that could happen in this case is that an entire neighborhood won’t have some basic services for a while.

It’s probably not even that guy’s fault, either. We feel bad for him, because if he was trying to untangle those wires by hand, he’s probably still doing it, to this day.
