When it comes to DIY, some people are so bad at it they just stay away from it at all costs. This person could have put up some shelves to place their things on the wall, but that would require a drill and some practical skills.
This way, all they have to do is replace the tape every once in a while when it stops being sticky, and it’ll cost them hardly anything. They are limited to non-heavy stuff though, and a shelf would still probably be better.
