Footwear is a necessity. However, it can be a pretty expensive necessity. When shoes wear out, replacing them seems like a bore and a waste of money, but everyone has to do it. That is, everyone except this person.
To mask the fact that they have a hole in the toe of their shoe, they have painted their toenails black so that no one will notice.
