This is counter-intuitive for many, which makes it all the more important for dog owners to know. While walking your dog, you may feel compelled to allow your dog to meet and sniff every other dog you pass. That being said, even if another dog is wagging its tail, you should always ask their owner if it is friendly. A wagging tail does not necessarily mean friendly; in fact, a wag that is higher and faster than normal can actually be a sign of aggression.
