To start with, a laughing baby is probably better than a crying one – even if you don’t happen to have a baby at all at that particular instant. But let’s for a moment assume that the narrator does not, in fact, have a baby.

Would hearing an unknown baby’s laughter be more frightening than, say, hearing an adult’s? Or less so? Your mileage may vary here, we suppose. It might unnerve people who were never parents, but people who used to be parents – but aren’t anymore – would find it indescribably haunting.
